This Technical Specification provides guidance on the format and content of voluntary labelling for manufactured nano-objects (MNOs) and products, preparations and mixtures containing MNOs. It also provides guidance on the use of the term "nano" in product labelling. This Technical Specification is designed for use by businesses and other organizations involved in the manufacture, distribution, supply, handling, use and disposal of MNOs or products containing MNOs (PCMNOs) or products exhibiting nanoscale phenomena. Other parties such as authorities, healthcare professionals, consumers, consumer organizations, environmental NGOs, trade unions can also find it useful. This Technical Specification is not applicable to nano-objects that are produced by natural processes (e. g. volcanic) and which are not subjected to further processing. Nano-objects that are incidental (e. g. diesel combustion and similar environmental contaminants) are also outside the scope of this Technical Specification. For the purposes of this Technical Specification, the term "manufactured" includes natural materials that have been processed. In view of the rapid developments in nanoscale technologies regarding the characterization and effects of MNOs, labelling relevant to this Technical Specification does not imply knowledge or properties for which there is limited or no scientific data available. It is intended that users of this Technical Specification, as far as possible, keep abreast of the research in the areas of public and occupational health, safety and environment in respect of MNOs and PCMNOs when considering what is relevant for the purposes of labelling.
